摘 要城市旅游是近年来迅速发展起来的一种旅游新现象，已经成为当代旅游业的主体和地区经济增长最快的板块，在整个旅游发展中发挥越来越重要的作用。锦州市的城市旅游的发展有其独特的资源优势和制约因素。锦州名胜古迹遍布全区，旅游资源独具特色，在近几年的发展中取得了巨大的成就，发展城市旅游的条件已经具备。但是，锦州城市旅游发展存在诸多问题：旅游产品类型单一，特色不突出，旅游线路重复设置，缺乏娱乐活动项目，旅游信息服务功能差，旅游人才素质参差不齐，市场营销力度不足，市场结构不合理。本文在对这些问题的分析和论证基础上，提出了锦州市旅游业可持续发展的对策：加强区域旅游合作，创建区域旅游品牌，完善城市基础设施建设，提升城市旅游功能，加强旅游服务人员培训，提高从业人员的专业素质，提高旅游服务水平，采用多种宣传手段 加大旅游宣传力度。提高旅游对锦州经济的贡献率以及提高人民生活水平等方面有着积极的现实意义。

Urban tourism is a tourism developed rapidly in recent years a new phenomenon,has become the main body of contemporary tourism industry and regional economic growth of the sector,plays more and more important role in the whole tourism development.Jinzhou city of the development of city tourism has its unique resource advantage and restriction factor.Jinzhou historical sites throughout the district,tourism resources,unique in the development of recent years has made great achievement,city tourism development.But the jinzhou city tourism development has many problems:single tourism product type,characteristic is not outstanding,tourist route repeat setting,lack of entertainment projects,tourism information service function is poor,tourism talents quality is uneven,insufficient marketing efforts,market structure is not reasonable.Based on these problems based on the analysis and argument,put forward the countermeasures for the sustainable development of jinzhou city tourism,strengthening regional tourism cooperation,and create a regional tourism brand,improve the urban infrastructure construction,promote urban tourism function,strengthen tourism service personnel training,improve staff professional quality,improve the level of tourist service,USES the many kinds of propaganda means to increase tourism promotion efforts.Improve tourism to jinzhou economic contribution rate and improve people's living standard has a positive practical significance.

Urban tourism is a fast emerging phenomenon in recent years. It has already become the principal component of modern tourism and develops with the fastest speed in regional economy, which makes it play an increasingly important role in the development of tourism. Urban tourism in Jinzhou, has its unique resources as well as constraints. The city boasts numerous places of interest and has made great achievement in tourism with suitable conditions for the possible development of urban tourism. However, problems occur in the development of urban tourism in Jinzhou: monotonous types of tourism products, no outstanding characteristic, overlapping tour route, lack of entertainment, poor tour information service, professional workers together with non-professional ones, inadequate marketing and irrational market structure. According to the analysis and demonstration of these problems, this paper put forward a plan of sustainable development for urban tourism in Jinzhou: enhance regional cooperation in tourism, creat regional tourism brand, optimize infrastructure and tourism function of the city, train more excellent service staff, promote tourism services and make propaganda of urban tourism through many ways, so as to increase tourism's contribution to the economy of Jinzhou and improve people's living standard.

Based on the analysis of these issues and the argument basis, and puts forward some countermeasures for the sustainable development of tourism industry in Jinzhou City: strengthening regional tourism cooperation, to create a regional tourism brand, improve the city infrastructure, enhance the city tourism function, strengthen the tourism service personnel training, improve the professional quality of employees, improve the level of tourism service, using a variety of propaganda to increase tourism promotion efforts. Has a positive practical significance to improve the tourism economic contribution to Jinzhou rate and improve the people's living standards.
