George is trying to get a new paartment in his building which is rent controlled.Those in charge of renting the room out are going to give it to an old man because he survived a ship sinking at sea.George gives them a brief outline of his life and easily proves he has a more pathetic life and deserves the apartment.In the end the apartment goes to another person who simply bribed the superindendent of the building.Such is what happens under rent control.
