anyway,如果Practice作为名词的话主要有两个解释
1.the actual application or use of an idea,belief,or method as opposed to theories about such application or use.
2.repeated exercise in or performance of an activity or skill so as to acquire or maintain proficiency in it.
而这里必然不是第二个“练习”,应该是第一个“应用,行为”的意思.
所以segrationism是当时美国种族分离的理念,而segragationist practices就是应用这一理念的行为（具体把这个理念所代表的种族分离实施行动,在现实中把黑人和拜仁分离起来）
也就是为什么因为这些segragrationist practices 这位叫做Marian Anderson的歌手伊艾斯不可以在DC表演
