The topic of my speech is “There’s too much crime on TV and in the movies.
As a means of communication, TV and movies have a special influence on people because of their intuitive, vivid and exciting features. Therefore, the spread of crime on TV and in movies can inflict great harm to people especially to the younger generation. A survey conducted by interviewing the inmates of a provincial juvenile rehabilitation center shows that their most contacted media exposures are: TV accounted for 34%, video 30%, movies 26%, and total for the three is 90%; this proves the extensive impact of TV and movies on juvenile crimes. Their big favorites are the gangster and swordsmen films, more than one third had watched porn movies before. These films are generally filled with murders, fights and rape scenes. They have great negative impact on youths because most of them display the bloody scenes of criminal syndicates, the crime bosses, the dog eats dog phenomenon and the (1). According to the survey, when they were asked, "What do you think about the impact of gangster and (2) films?" More than 95% answered that “they can induce crimes." This clearly shows the extensive influence of television and movies on juvenile crimes.
The great harm brought about by large amount of criminal information is that it provides too much negative social implications. The theory of social psychology shows that people tend to obey authority is a universal fact, so the implication from a person of reverence will have a direct implication effect, the higher the prestige, the better the effect; this is the so called “implied authority”. Generally speaking, mass communication like TV and movies have a higher prestige in people, so through the dissemination of criminal information, the values and behavior patterns will be implied to the audience and the consequences will be very serious. It will lead some people to deviate from their social cognition and greatly expand their material desires; and if those desires cannot be satisfied through the normal channels due to their own limited capacity and economic limitation, they may transform into criminal acts. Ample proof has shown that the intensity and frequency of criminal information disseminated by TV and movies is proportional to its implied effect; high intensity and frequency will strongly stimulate the audience and lead some of them into a continuous state of excitement, over time, this strong excitement will create a psychological identity which led to criminal behaviors.
Another hazard is the criminal means exposed by TV and movies.
Criminal means is the method of committing crimes; without it, a criminal will be unable to achieve his criminal purpose. Therefore, before and during committing a crime, any criminal will have to seriously think about his option on the means. Since China’s reform and opening up, the rate of social crimes has been escalating continuously, the reason is closely related to the wanton dissemination of criminal means.
Although there are many factors of criminal means, including the popularization of science and technology, the experiences accumulated by the perpetrators, and the interaction among the criminals, they will undoubtedly influence the level of criminal means, but the most eye-catching is the impact brought by TV and movies. Some of the TV series and movies use real criminal cases as their subject matters; they expose the details of the crime and render the new, strange and special criminal means while depicting the criminal process, and very soon, the public will be exposed to all these new means of crime such as remote-controlled explosives, credit card frauds, hired killings, murder by injection of air, a variety of new methods for hiding dangerous drugs.
Extended dissemination of criminal means by TV and movies will no doubt greatly increase the social harm because it generally allows people to be familiar with a number of criminal means irrespective whether they are adults or inexperienced youths, law-abiding citizens or those with criminal records, educated or illiterates, and the number is increasing. Statistics show that the age of law offenders in China continues to get younger, a lot of young offenders are very skillful with their criminal means, the TV and movies are the causes.
Then what should we do to control and reduce this influence of too much crime on TV and in movies?
To do this, we must take the institutional and legal approach; that is to expedite the legislation in the aspect of TV and movie transmission. Legislation, rules and regulations as well as judicial interpretations shall be applied to determine the standard whether the contents of a TV program or a movie is disseminating crimes, particularly, standards should be set up to identify the definition of a violent or sexual TV or movie. And there should be strict control on the spreading of criminal means and criminal experiences by TV and movies. It should be admitted that there is great difficulty to perform this work, because it is very hard to identify some of the boundaries due to the close relationship between cultural and criminal disseminations. But it is still feasible to set a standard and restrict them.
Before these laws and regulations are promulgated, the press and publication administration departments should strengthen the supervision and inspection of mass communication, crack down on those who utilize TV and movies to spread unhealthy contents, disclose criminal means and confidential detective work, and decisively seize and destroy these product materials so as to prevent their social hazards.

This increase in teenage crime parallels the increase in violence shown on television. According to several national studies, even very young children who watch a great number of television shows featuring violent scenes display more violent behavior within their home environment than do children who do not watch violent shows. Furthermore, in a survey conducted by the Observer, over 90 percent of the respondents were parents who indicated that prime-time television--programs that are shown between 7 p.m. and 9 p.m.---should show less violence. Therefore, in order to lower the rate of teenage crime in Alta, television viewers should demand that television programmers reduce the amount of violence shown during prime time."

Thirdly, the author offers a survey showing that ninety percent of the respondents were parents who indicated that prime time television programs should show less violence. The survey methods are not discussed - it is possible that the sample was improperly chosen or somehow predisposed to include parents that are very much opposed to television violence. Additionally, it is possible that such parents are far more vocal in their opinions than those who care little or not at all about prime time television violence, again skewing the results of the survey. Even assuming the veracity of the sample population surveyed, it is not logical to associate television violence with teen crime solely on that basis.
Finally, the author makes the gratuitous assumption that simply having television viewers demand that television programmers reduce the amount of violence during prime time will lower the rate of teenage crime in Alta. Regardless of the flawed arguments previously discussed, simply demanding a change will have no effect whatsoever on teen crime. To strengthen his or her argument, the author needs to show some direct causal linkage between television violence and teen crime rather than making vague and unsupported comparisons purporting to show a link. There is no proof given either that television violence of any kind causes teenage crime or that a reduction in prime time violence will keep teenagers from breaking the law.
