若是强调句,去掉It be… that之后,还应是一个完整的句子,而此处去掉强调句结构之后,此句依然是语法和逻辑都正确的句子,即In the library we read some books the day before yesterday.应该用that.

In the library是地点，应该用Where引导的定语从句。
你说的That引导的，并不是强调句，实际是that定语从句，但That只能修饰名词，代词一类的，不能跟在地点后面。
况且此处对话气氛里需要强调吗？不符合正常对话逻辑
