Anyone who has traveled with a pet on an airline has been asked to have a health certificate for their pet. Health certificates are typically required for shipping any animal to another state or country and in most cases for simply crossing a state line.
A health certificate is a state of federal document, completed by a veterinarian who is accredited by the U.S. Department of Agriculture (USDA), stating that the animal described on the certificate, on the date noted, was examined and found to be free of "sings of any infectious or contagious disease." Some states, such as Hawaii, require more extensive statements on the certificates accompanying the animals and some foreign countries require that the certificate be stamped by the USDA certifying that the veterinarian is qualified.*
The purpose of the health certificate is to reduce the chances of an infectious disease entering a state, especially one that might affect agricultural animals there. The health certificate is not a guarantee of health, or for that matter a guarantee that the animal has no infectious disease, only that there was no sign of disease upon routine examination of the animal.
The airline's requirement of a health certificate is more difficult to understand and is most likely done to limit the airline's liability when transporting the animal than to assist states in meeting their regulatory requirements.
If you are planning a trip with your rabbit friend it is best to check with both the airline and the official veterinarian for the state or country of your destination to find out about any requirements, and plan to visit your vet a week or so before the trip if the health certificate needs to be approved or validated by the state veterinarian or USDA.
