过去将来时态：还原成一般时态为It seems certain that she will/is going to be the first ship home
seemed用过去式,根据主从一致,从句的一般将来时也变过去为过去将来时would be / was going to be
没有B 这种用法would be going to be好像双重将来时态,但没有这样的用法.
A would go to be 将去成为,重复了,用would be就可以了.

之所以选D是因为be going to do sth.打算做某事。固定句子组合，would be to do sth.是将要做某事。不能混搭，混搭就会语法错误，就会使此句子不通。

没有这种写法啊，B重复了
一般过去时两种表达方法：
be going to do
will do/be
合起来就重复了。
