Those 不存在歧义问题...比较的对象是谁,它就指代谁(不像一般的代词 逻辑指代和语法规定的指代有时候不一样).倒是their有歧义问题(语法上可以指代cars或manufacturers)
而且最重要的是 D选项意思有问题,to make more fuel-efficient cars than those(指cars)
at any other time in their.这个more的修饰对象有歧义：可以认为more 修饰的是cars ,指造更多的车(make more cars)；more也可以修饰fuel-efficient.而C选项用了一个GMAT规定上很繁琐的定语从句很好的回避了此类歧义(一般来说,若同时出现fuel-efficient cars 和cars that are fuel-efficient时候,认为后者啰嗦 所以不选.而此题为了避免歧义,只能用后者.),表明more不是修饰cars 而是修饰 fuel-efficient 的.
