lose out as we can not get the package back as it
is with customs in China.
We are not willing to take the risk of sending
your order and for some reason you dont get it.
The only way we will send your package is if you
were to pay using Western Union,if you choose
this option and we send the package and you get it
then next time we will send and allow you to you
paypal.We are sorry about this but we cannot send
to you if payment has been made via Paypal .

意思很简单 就是他不相信你用PAYAPL支付款项
因为他们之前与另外一个中国客户发生了这类的问题
可能是之前的客户抱怨没收到东西(真假不知 也许他认为这个客户想诈骗)
结果这客户要求PAYAPL退款 东西却卡在中国海关 让他们蒙受损失
所以他提出了一个要求 就是你这次使用 Western Union付款
那麼下次的交易他就允许你用PAYAPL支付
也就是希望你先给他们信心 他们才愿意让你之后使用PAYAPL
(说简单点 就是他碰到太多中国的诈骗)
卡在中国海关 不是卖家的问题 因为卖家没可能知道所有国家的海关规定 只能你自己弄清楚 会不会被海关扣住或是打税
你用汇款自然有汇款明细 若是卖家出货 也要有出货明细
若是对方不出货 自然可以拿汇款明细向EBAY申诉
要求对方提出出货的追踪码 若是卖家提不出
EBAY自然会退你款项
