advantages of private ownership:
natural monopolies have high market power
-> can earn supernorrmal profits in the long run
-> free to set prices (they have price-setting abilities) and thus can effectively control their revenues and hence profits
-> less restricted by law or regulations
disadvantages of public ownership:
-> natural monopolies are controlled by the government,whose main purpose is to increase social welfare and standard of living -> they would try to make resources available to everyone -> they might try to decrease prices of goods/services or to enforce law so that everyone has access to these goods/services -> this has a negative effect on revenue/profits
