答：in the tree 指不是树上生长的东西到了树上或外界进入树上的东西,如：小鸟,跌落的风筝等.
例如：There is a bird in the tree.
on the tree 是指树上生长出来的东西,如：树的花、叶、果啊这些东西.如：There are some apples on the tree.树上有些苹果.
on the wall 在墙的表面上,如：There is a map of China on the wall.墙上有一张中国地图.
in the wall 在墙的里面,例如：There is a hole in the wall.墙上有个洞.
whether在这里连接的是一个宾语从句，充当deciding的宾语 意思是“是否”
whether引导的从句可以做为名词，在这里whether to undertake or abandon the planned project 做为前面decide的宾语，从而也就形成了宾语从句
whether，if都可以连接从句，但区别在于whether可与to连用，而if不可，表示是否。至于whether这里是什么词性，我还真说不准，不好意思！
as这里是因为的意思，和because差不多
