did not need to 中的need是普通实意动词,只说明过去发生的动作.例如
He did not need to come early,so he came late.
他不需要早来,所以他来得晚.
need not have 中的need是情态动词,后面跟不带to的动词不定式的过去式(have + pp),表示过去“不需要”做的事却做了,与实际情况相反.例如
He needn't have come early,but he did and waited one hour.
他不需要早来却早来了,还等了一个小时.
注意,need not 常用缩略形式 needn't.

前者是实义动词，
后者是情态动词
