In this article we study flood control system of middle and lower X river.Regarding to the complex water system,extensive range,remarkable regional difference,great changeable spatial scale,complicated and verious regional composition,and also stong coupling effect,mutul influnce and restriction,etc,we proposed the overall assumption ahout building mathmatical model of flow and sandiment transport and calculate model for its related links.This achievement is on the base of previous mathmatical model of flow and sandiment transport and starting from exploration of law of flow and sandiment transport,and is the fruit of deeply research on calculate model of various intra-regional hydraulic units in the framework of numerical simulation including calculate model of stream and bedload in distributary estuary and junction,movable boundary of network,sediment tranport rate of lake,resistance of movable and morph of riverway’s cross-section.
